RMI 2011 Census

EPPSO has been actively engaged in the preparation for the undertaking of the nationally pledged 2011 Census. Listed below are the major highlights of the activities and sequences in course of the entire census:

Total Cost of the Census is approximately $800,000. To date, in terms of external funding, we¡?ve received confirmation on funding from the following:

„X UNFPA : $200,000
„X ADB: $310,000
„X Compact : $113,380

o Leaving a shortfall of $120,000

RMI has always been committed to the undertaking of this massive task by engaging its human resources, support services, domestic transportation, and enabling routine contingencies to the census team and that amounts to over $30,000 at the minimum.

In October of 2010, the Pre/Pilot-census was launched and successfully accomplished. During the two weeks¡? Pre/Pilot-census, 150 households in Majuro (including 100 within the DUD area) and 50 in the rural outskirts were selected at random and surveyed accordingly. All program costs to that effect were funded by the AusAID, while the Secretariat of the Pacific Commission (SPC) extended Technical Assistance (TA) support and expertise on various census technicalities, development of data processing application, and editing the census questionnaire.

In mid-November 2010, the National Census Steering Committee (NCSC) formally adopted the Census Questionnaire.

With regard to Census Pre-listing, we had to limit our job to ten (10) Atolls occupying 100 or more households due to inadequate funding. In light of the fact that an extensive list of household has already been derived from previous surveys for our two urban centers of Majuro and Kwajalein, they were not included in the pre-listing.

This limited Pre-listing will enable us to draw up a viable Master-list of the households in the populated atolls; and that would be instrumental to realizing the eventual aim of RMI 2011 Census: in precise a full-fledged enumeration. This pre-listing is scheduled for completion this week. The remaining less populated Atolls and Outer Islands will be pre-listed alongside the fielding of the actual enumeration.

With the Census Reference Day approved by the Cabinet and set to the midnight of April 3rd, 2011, the real enumeration will take off the following day - April 4th 2011, and will continue over the next five weeks. Recruitment process of supervisors and enumerators will take place during February 2011, and their trainings will be conducted throughout March 2011.

Data processing will start two weeks shortly after the commencement of field enumeration, and the course will continue in parallel with the field enumeration. However, the checking and validation of census data and its organized tabulation have been planned during 2011 July and August.

Finally, dissemination and compilation of the validated census data and its transformation into the 2011 Census Report of the Republic of RMI has been scheduled to start from mid-September to mid-October 2011.

Combined with the aforesaid program schedules, we have stretched out a multi-dimensional advocacy and awareness campaign on 2011 Census. This will particularly focus on the imperative of national census and its overarching role in the country's socio-economic and political articulation and its relentless pursuit of human development.

Manifold informative (census) handouts/brochures have been produced and distributed to the Marshallese. On the top, a short Video is being produced for onward distribution and simultaneous airing/displaying through the local TV Stations/Channels and will be in Marshallese, English and Chinese.

Along the line, EPPSO sponsored a Census Logo/Slogan Contest amongst the RMI schools. The award prizes provided under AusAID funding and refreshments for the ceremony under UNFPA funding, as a part of RMI census advocacy and awareness campaign.
