Tenth meeting of the Conference of the Parties to the Convention on Biological Diversity (COP 10)

The Honorable Minister in Assistance Ruben Zachras took part at the high level talks during the tenth meeting of the Conference of the Parties to the Convention on Biological Diversity (COP 10) held in Nagoya, Japan from 27 – 29 October 2010 alongside Ministers from 193 different country parties to the convention. Minister Zachras was staffed by Mr. Joseph Tibon of Office of Environmental Planning & Policy Coordination (OEPPC).


In his statement, the Minister reaffirmed RMI’s view that “preparing ourselves and building a resilient people involves effectively addressing issues inter alia health, human resources development, energy, marine conservation, water and food security, sustainable land management, disaster risk management, and transportation and communications. We believe that if these are strengthened and successfully managed, we stand a better chance of combating the challenges we face nationally and collectively”. The CBD can focus on supporting practical means to enable achieving these sustainable development priorities. These include the implementation of the Micronesia Challenge which aims to effectively conserve at least 30% of the near-shore and 20% of forest resources across Micronesia by 2020.


The high level segment was opened by host country Prime Minister Naoto Kan where he announced that Japan would provide US$2 billion to assist partner countries to meet post 2010 targets of the CBD.

The RMI ratified the Convention on 8 October 1992.
The three objectives of the CBD are:

the conservation of biological diversity,

the sustainable use of its components,

the fair and equitable sharing of the benefits arising out of the utilization of genetic resources.
