EMPLOYMENT HISTORY
Assistant Secretary of Finance; Ministry of Finance, Government of the Marshall Islands, Majuro, Marshall Islands; November 2004 to 2007.
Manages, administers and implements policies on matters relating to the national treasury, foreign investment business licensing, customs, revenues and taxation of the Marshall Islands’ Government. The overall tax revenues have increased by 12% since 2004 with (a) improved enforcement, (b) established regulations and effective amendments of applicable laws, (c) closer collaboration with relevant agencies, and (d) system modernization initiatives, particularly computerized tax system presently installed and operational while the customs computerized system is now in its initial stage of installation for full operation by mid 2007. These modernization efforts and various tax auditing trainings were solicited and provided by sources abroad, mainly the U.S. Department of Interior.

Managed, administered and monitored the daily budget operations of the Marshall Islands’ Government, such as the budgets of the General Fund, Special Revenue Funds, Compact Funds, Capital Funds and other assistance funds provided by international organizations and donor countries to the Government and also assisted with the formulation of new Global Budget basing on the policies and direction of the Cabinet. In addition, closely liaison and worked with various representatives from international financial institutions, donor countries, US Federal programs agencies, non-government organizations, local governments and private parties on related budget and operational issues namely to ensure program compliance, proper spending activities and complete documentation of the applied requirements. Also, involved in preparing and submitting project proposals which mostly resulted in grants, one of which was the approved grant for the financial accounting system now in operation within the Ministry of Finance.

Managed and in charged of marketing and sale aspects of four rental branches containing a fleet of nearly 500 vehicles within the Beaverton/Tigard metro area. Provided customer services and engaged with corporate clients and interested individuals for potential fleet or unit sale in a competitive environment. The responsibilities, amongst many tasks, included regular contacts and marketing visits to branch managers, agents, credit union representatives and potential clients.

Managed a fast-pace distributing and delivery department for variety of manufactured herbal and vitamin products to retailers and wholesalers. Implemented a delivery processing system which resulted in cost saving measures by modifying the inventory settings and utilized shipping and delivery service providers to meet the demands of retailing and wholesalers within and abroad the United States.
